The project has been ongoing with the city since 2006.“A lot of the material used to cover the ground is basically mulch, from our recycled centers, and that is recycled,” Sandra Offcut, with the City of Lubbock said. “Tree limbs and our Christmas mulch that sort of thing."
Offcut said with the city going into Stage 2 Smartscaping your yard is the "smart" thing to do. She said just make sure you have plenty of shade in your yard.
